The Puerto Rico Aqueduct and Sewer Authority (PRASA) is embarking on a Comprehensive Energy Management Program as a “Green Agency”, for the purpose of preserving our environment and to promote a better quality of life by reducing its operational energy consumption and diversifying its energy sources.
Green Agency includes the development and implementation of both energy demand-side and supply-side projects, by way of Energy Performance Contracts (EPCs) and Power Purchase Agreements (PPAs) respectively.
At this time, PRASA is soliciting Statements of Qualifications (SOQs) from companies or teams of companies (Respondents) to implement EPCs at any one or combination of PRASA facilities. The purpose of this Request for Qualifications (RFQ) is to identify qualified and interested Respondents capable of reducing PRASA’s energy use, costs and pricing volatility through EPCs.
The issuance of this RFQ is the first step of PRASA’s EPC procurement process. By utilizing a full-service development approach, PRASA expects to secure substantial benefits for its stakeholders. In addition to anticipated cost savings, these benefits include aggressive project implementation scheduling, optimal risk allocation and flexible financing terms. A response to this RFQ is mandatory for the receipt by Respondents of the demand side Request for Proposals (RFPs), which will be issued subsequent to short-listing Respondents through this RFQ process. |
